Money machines for who?
All bpl franchises lose around a million dollars a season, BCB make few million USD profit (not much considering investment)

BPL franchise may lose money on paper. But in reality they are getting big bang for their bucks. And that's why there is a big line of prospective owners standing in the line for future franchise.
First BPL was a disaster for some owners. after that its pretty stable and good for the owners.

Internationally it’s been flat or low turners back in the days. Not sure you’ve watched last BPL or watching this years matches at Dhaka? For bpl the curator seems to be obsessed with bouncy turning, slow low wickets.

Pitches started off poor, they didn't finish all that well either, close games yes, but sylhet pitches were much better

Only the last few, early on it wasn't, we need to get exciting 170 matches, not 140 matches that'll improve our cricket
The last few games saved Dhaka leg of the BPL though

Typical BCB, can't take any criticism, however fair it may be -
Tamim served warning letter for criticizing Dhaka wicket

"Always there is an excuse that this venue didn't get rest as it has hosted a lot of matches," Tamim had said after the game. "But this time, we are playing after a gap of 10 days. Perhaps the curator can give the best answer.
"It is disappointing for the crowd as they have witnessed one team making 97 runs and the other team struggling to get over that, requiring to go till the last over to complete the task."

Need to dig this pitch up and line the foundation with bamboo rods. Then add new soil imported from Australia, or closer: South Africa. Keep some of the moisture in it as it is rolled, 5-10% moisture would be ideal. Top off with green grass from the freshly mowed lawn which is specially grown to supply the Mirpur wicket.
I have been involved in pitch overhaul during one summer holiday as a teenager.
