I would love to take it during the 17-21st overs (as a surprise to the bowling team), given it is not an extremely spin-friendly pitch. The strike pace bowlers will be tired after bowling the initial overs and most probably teams can not use them during this period.

How to approach to a power play is a different question and it depends on the situation of the match. If not so many wickets are down in the first 15 overs, teams can use a batting allrounder having the ability to score quickly. Examples are Irfan, Johnson, Mashrafe, Maharuf, Broad, Afridi, Bravo, Oram...every team has such players.

If no wicket is down and you have Jayasuriyas at the crease, just let them play their natural game. You do not have to score all the runs during the power play.

If at least 4 wickets are down, better delay the power play. It gives the batting team some breathing space and score in singles. Also, the bowling team will have the feeling that there still remains one power play. This probably gives some psychological advantage. So, build the innings till the 7th wicket is down and then go for the power play. In most cases, you'll still have the bowling allrounder in the crease to take advantage of the power play.
