At international level, that is sufficient, but not extraordinary. Even Bhuvenshwar is bowling at 140 these days. At the end of the day you have to get the wickets.
And no, you don't have to swing the ball to get wickets. McGrath rarely swung the ball. Rabada didn't move the ball an inch (except reverse swing) last week. But you have to have the ability to get batters out somehow someway.
