Ideally, thats the way to go.
For starters, even with 8 teams, if they play home and away format, that is a minimum of 14 FC games in a year, which is a decent number of game to play. Reserve a Final and you reward the players from the top two teams with an additional FC game.
Add another 2 teams in five years, 10 teams home and away format, 18 games a year sounds decent enough.
