it is a good strategy for a bowler to choke runs, that usually works to get wickets as well as it makes the batsman take more risk.
now, shakib is actually unlucky here and would have had a lot more wickets to show for his efforts if there was a decent guy bowling at the other end. as of now, the pressure he creates is always relieved at the other end, which is why the batsman doesn't have to take extra risk against him.
