According to Law 12 of Football, the following conditions must be met for an offence to be considered a foul:
• it must be committed by a player
• it must occur on the field of play
•
it must occur while the ball is in play
These are the basic requirements. The 10 offences that constitute a foul are listed in Law 12. You can go and read them. In this case, Neuer made a clean connection first and the ball was not in play during the collision! Neuer technically won the ball but what followed was incidental contact.It was quite reckless, but not a foul to me.
